What causes "duplicate variable" errors after installing Asset Bank or upgrading Tomcat?

There is a bug in the Tomcat version 6.0.24 which results in Asset Bank not working properly. You will see error messages stating that duplicate variable names have been found. More information on this bug is given in the Apache bug report.
