Users with "Admin" or "Manager" permission will be able to the requests workflow in the Requests area.

The admin users are able to Approve/Reject any request or delegate this action to manager users.

Once a request is approved, an admin needs to assign it a fufiller user which will be notified by email about this.
Note that any requests can be re-assigned at any moment (editing the request) and the System will send a notification to the fulfiller every time this happens.

The fulfiller user will see all the requests assigned to him/her under the tab Pending > Requires Fulfillment.
After its fulfillment the request workflow is complete and the asset uploaded by the fulfiller will be available to the requester user.
